Tarquinia is an open litter tray measuring 41 × 31 cm with sides 17 cm high, moulded in one piece of PP.
That is the number to look at. High enough to hold litter in when a cat digs enthusiastically, low enough that an older cat with stiff hips can still step over it. Trays that solve the scatter problem with 25 cm walls create a different problem for the animal that has to climb them.
No hood and no flap. Many cats refuse covered trays — they dislike the enclosed space and the single exit — and a hood also keeps the smell inside where the cat is. An open tray is the arrangement most cats accept without negotiation.
A raised fence sits on the rim to catch litter kicked over the side, and comes away when you want to empty or wash the tray. That is the part where hooded trays become tedious: the more pieces, the less often it actually gets cleaned.
A moulded tray has no seams for litter and moisture to work into. It is the difference between a tray that washes clean in a minute and one that never quite does.

Somewhere quiet with a clear view of the room and two ways out, away from the food bowls and away from the washing machine. Cats refuse trays where they can be cornered or startled. The usual rule is one tray per cat plus one, placed in different rooms rather than side by side.
Treat it as a message about the tray rather than about the cat. The common causes are a tray too small to turn round in, a litter the cat dislikes, or one that is not cleaned often enough. If nothing has changed and the behaviour is new, see a vet before anything else — cystitis presents exactly like this.
Run both side by side for a week or two and let the cat choose. For litter, mix a little of the new into the old and increase the proportion over about ten days. A sudden swap is the single most common reason a cat stops using its tray.
Cats accept new things on their own timetable. Put it where your cat already chooses to be — the sunny corner, the room the household uses most — and leave it alone for a few days rather than presenting it. A little catnip helps on anything meant to be slept on or scratched. Anything worn or handled should be left out to be sniffed and walked away from several times before you use it.
